Mr. Jeff Thomas is the director for Science and Technology (S&T) Integration at the U.S. Army Combat Capabilities Development Command, or DEVCOM. In this role, he is responsible for the day-to-day operations of a world-class headquarters staff of engineers, scientists and planners integrating science and technology, program planning, budgeting and experimentation. His efforts help to inform Army technology investments supporting mid and far-term warfighter capability needs.
Mr. Thomas was appointed to the senior executive service in February 2023, and previously served as the deputy director of DEVCOM S&TI in June 2020, and previously served as the deputy director of the Army’s Human Systems Integration Program for Headquarters Department of Army, Deputy Chief of Staff G-1, at the Pentagon. He was responsible for planning, management and technical advisement for the HSI Program in S&T and systems acquisition across all warfighting functions.
During his career, Mr. Thomas has served in a variety of leadership and technical roles within the research, development, test and evaluation (RDTE) communities, including assignments with the Army Test and Evaluation Command, Program Executive Office for Enterprise Information Systems, and PEO for Intelligence, Electronic Warfare and Sensors.
He holds a master’s degree in human systems integration from the Naval Postgraduate School and dual bachelor’s degrees in statistics and in psychology from North Carolina State University.
His civilian honors and awards include: DEVCOM Inaugural Distinguished Leader Program; Achievement Medal for Civilian Service; Civilian Service Award; Black Engineer of the Year Award for Leadership in Modern Technology.
